Off-Duty Broward Sheriff’s Deputy Watched It Happen! Fake Cop Arrested By Real Cop…

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2021 MetroDesk Media, LLC) — An off-duty Broward County Sheriff’s Deputy was driving on Military Trail near Camino Real when he observed the driver of a silver Ford Explorer execute a traffic stop. Thinking the man in the Explorer — who must be a deputy or police officer — needed assistance, the BSO Deputy turned around in his private car and approached the scene. But when he saw green lights — a color not used by law enforcement — he suspected something might be wrong.
An investigation led to the arrest of James Loper — a Delray Beach resident who lives on Campanelli Drive. We reported on the arrest several days ago, but the police report was just released. The text of that report follows:
“Upon my arrival, the complainant, Detective Conor Ryan # 18354 of the Broward Sheriff’s Office, advised the following: Ryan had observed the subject/the defendant, who was later identified by his Florida driver’s license, James Loper, driving his 2012 silver in color Ford Explorer (FL. tag #JL990) southbound on Military Trail in between Camino Real and SW 18th Street. He then observed the Ford Explorer traveling quickly and rapidly behind a green Kia Soul in the right thru lane. He then stated he audibly heard a police-like siren coming from the Ford Explorer which had activated green and silver emergency lights.
Ryan then stated he lowered his passenger side windows and heard the siren and verified it came from the Ford Explorer.
Believing that the Ford Explorer may have been a police officer who possibly needed assistance, he made a U-turn and made his way toward the Ford Explorer, which had conducted a complete traffic stop by the time he pulled up.
He reported that he observed green and silver police style lighting illuminating from the interior of the vehicle, in the
same locations as that of a legitimate unmarked unit. Ryan then said he took notice of an older white mule, wearing dark pants and a blue shirt, with glasses and a beard/goatee exit the driver seat of the Ford Explorer.
The driver, James Loper, then approached the Kia as if he was conducting a trallic stop. Ryan saw James speak to the driver, return the the Ford Expiorer, and continue southbound on S Military Trail and then turn west onto SW 18th Street.
Ryan then followed James in his unmarked unit and verified the license plate of JL99Q. Ryan then pulled
up beside the Kia and identified himself as a law enforcement officer. The driver of the Kia, who was unable to be identifled by Ryan, allegedly stated he believed James to be a law enforcement officer because be conducted a traffic stop by blaring his sirens, air horn, and colored lights. The driver also told Ryan that James advised him to slow down and that he was drisIng recklessly and too last.
Ryan then followed James to the shopping plaza located at 6018 SW 18th Street and proceeded to the rear of the plaza, where James pulled into a handicap parking spot. Ryan stood by for PBSO to responded and made me aware of the situation when I made contact with him.
I observed the Ford Explorer at the rear of the plaza and can the license plate, verifying it was registered to James Loper. With a clear and unobstructed view and in plain sight, I observed a police style lights in toward the bottom of the rear windows and at the top of the inside of the windshield. I also observed a HAM radio in cemer console area.
The front windows to the Ford Explorer had no tint. I also took notice of light bars in the grill of the car. Photographs and video of the full light package were submitted into evidence.
I entered the nearest business and asked a staff member if they had scen anyone reflecting James’ deseription and was directed the the suite next door, which was unit # C9. I entered the business with Ryan and announced our presence. I met with James inside of the business and Ryan was able to positively identify him from when James exited his vehicle during thc traffic stop. I asked James what had happened and he spontaneously uttered the following, not verbatim:
James was traveling south on Military trail, in the same area as Ryan, and pulled over a green Kia Soul for driving recklessly and speeding. He said be has done this three times in the past and felt he had a duty to slow the driver down. I read James his Miranda rights from a prepared PBSO card and he signed it, acknowledging his rights. He
continued speaking with me of his own free will. He admined to pulling over the vehicle and acting in the capacity of, assuming the role of, and pretending to be a law enforcement officer to affect the traffic stop.
He admitted to activating his sirens and emergency lights with the intent of stupping the other driver to make him aware of his erratic and allegedly dangerous driving patters. Based on this information, James was detained in handcuffs behind his back, which were checked for proper fit and double locked. Jame also consented to deputies on scene to activate his lights and sirens in his Ford Explorer. All the sounds made by the sirens and air horn are similar, if not the same as used by law enforcement officers in their patrol cars. A secret service badge was also found in his front left breast pocket and was submitted into evidence.”
Loper was booked into the Palm Beach County Jail on October 15th. He was later released and ordered to possess no law enforcement paraphernalia or weapons. A court date is set for November 18th.
