OAKLAND — Los Angeles Mayor Eric Garcetti has ordered all city residents to wear face coverings while shopping at essential businesses, one of the nation's most aggressive mask-related actions.

Starting at midnight Friday morning, customers entering locations like grocery stores, pharmacies, hotels, taxis and ride-hailing vehicles will be required to wear a cloth mask. Businesses can refuse service to any resident who doesn’t comply with the mandate.

California's most populous county has become the state's focal point in the past two weeks. Deaths and infections are climbing there at a faster clip than in the San Francisco Bay Area, the state's initial epicenter, though they remain lower in Los Angeles County than in many of the nation's hotspots on a per capita basis.

In the city of 4 million residents, essential business employees will also be required to wear face coverings, and employers must cover the costs of purchasing such items. Included in the order was a call for businesses to ensure that every worker has access to a clean restroom and offer them the opportunity to wash their hands every 30 minutes.

“We need to protect every worker on the front lines of this crisis,” Garcetti said. “Each one of us is a first responder in this emergency. Every employer should keep employees safe, and so should Angelenos patronizing these businesses."

Los Angeles County health officials have also recommended that all essential businesses add plexiglass barriers to protect workers from customers when possible. However, Garcetti said he didn't order that action because there isn’t enough plexiglass for every business still open.

Garcetti said he’d been in discussion with Los Angeles County Public Health Director Barbara Ferrer about the order in recent days, but waited to issue the directive until he was confident the city had the supply of face coverings to meet the demand.

“We can see people now selling them on corners, online,” he said. “Our capacity, thanks to the amazing apparel industry here, has expanded and people can buy them online.”

Garcetti said mayors in cities like Long Beach are looking at adopting similar language as health officials hope to expand the mask order across Los Angeles County.
