Can't run elevated command prompt or File Explorer - Windows 10 Support - BleepingComputer

I have just done clean install of Windows 10 Home 32-bit 2004 version. It runs ok but File Explorer says waiting and does not show any files. I can't run an elevated command prompt or elevated poweshell. The Windows Search Service is not running. If I start it, it terminates very soon. In Safe Mode thes issues go away. I have tried SFC/ Scannow and DISM Health Check but they do ' find any issues. I am in the process of clean installing again for the third time today to try and see when the problem starts as I add apps.
