Windows File Explorer not working - Windows 10 Support - BleepingComputer

Hi, I hope someone can help me with this as this is really annoying me lol.

So basically every time boot up my PC and get into windows since this morning the windows explorer has been acting up. essentially all of my icons on my desktop are white and when I click on explorer down in the taskbar I get no response. I can however run programs such as chrome and task manager and get in the command prompt, however this is where I found something else out, I couldn't run it as administrator. So I had to go to task manager, file, create new task and then run cmd via that with 'create this task with admin privileges' ticked. I am able to search my pc and access that which brings up windows explorer which shows my drives on the left again with white icons like the desktop icons.

After maybe 5-10 minutes everything does seem to return to normal, so is great as it means I can do at least use my pc after a bit of time but I would rather it go back to how it before this happened, I mean it was working fine first thing this morning.

There is a couple of issues which I think might be causing this, 

1. Maybe a virus of some kind(really hope not!) but I will be running scans this afternoon to try and see if I find anything and see if removing anything fixes the problem.

2. My storage, is, well, extremely low lol. In my system I currently have a 1TB NVME m.2 SSD which is at 25GB left(yes not ideal but believe it or not I have already removed/moved alot of programs from that SSD, a 3TB HDD which has about 200GB left and my old, slow 600GB HDD which actually isn't that full yet with about 480GB left, so I could move some files over here, but I can I'd rather not. So I was thinking maybe because my SSD is so low on storage this  could be causing the problem?

So anyway I was thinking by posting here I could get some answers, advice or maybe get pointed in the right direction? I have already tried doing these steps that I found suggested on Reddit but I'm still getting the issue. Preferably I'd like to find a solution that doesn't involve reinstalling windows but I'm considering it as a last resort.

The Reddit Suggestion I found:

  1. Click start, type "cmd", right click the command prompt and "Run as Administrator"

  2. type "sfc /scannow" and hit enter

  3. type "dism /online /cleanup-image /checkhealth" and hit enter

  4. type "dism /online /cleanup-image /scanhealth" and hit enter

  5. type "dism /online /cleanup-image /restorehealth" and hit enter
